Course Description

The Motorcycle Safety Foundation (MSF Basic RiderCourse (BRC) Hawaii edition is approved for use by the Hawaii Department of Transportation (HDOT) for Motorcycle Rider Education. Upon successful completion of the course, qualified students who hold a State of Hawaii Class 2 Permit will be issued a licensing waiver.

Prerequisites

OVER THE AGE OF 18 YEARS

  • State of Hawaii Operators License Holders: The State Licensing Division is backlogged on appointments for permit testing. It is HIGHLY RECOMMENDED that you make an appointment to get a permit 
  • If you HAVE a motorcycle permit, you will be issued a licensing waiver upon completion.
  • If you DO-NOT-HAVE a permit, you will be provided instructions at the beginning of the course on how to obtain the licensing waiver after you obtain the permit.
  • Those Holding Out-of-State Operators Licenses PERMIT NOT REQUIRED -No HI Licensing waiver

Recommendations

1. Do I Need a motorcycle learners' permit? No however It is HIGHLY RECOMMENDED that you make an appointment to get a permit as soon as possible. If you HAVE a motorcycle permit, you will be issued a licensing waiver upon completion. If you DO-NOT-HAVE a permit, you will be provided instructions on how to obtain the licensing waiver after you obtain the permit.
2. How soon can I start my class?
Typically, classes have a 4 week lead time.

3. Do I need my own motorcycle? Training motorcycles are provided for each student

4. Do I have to know how to ride a motorcycle? No, however, you must be able to ride a bicycle

5. What kinds of motorcycles are used? 250cc and 125cc street bikes

6. What happens during class? A combination of classroom learning and skills practice with the motorcycles. 7 hours of classroom and 11 hours of skills range.

7. What happens if I do not pass? You are provided an opportunity to retake the course on a space-available basis

  • Print the following forms, complete and submit the forms to the OCEWD registration office IN PERSON: 
    1. STANDARD REGISTRATION FORM: (Must be signed by Parent or Legal Guardian)
    2. CONSENT, WAIVER, RELEASE AND INDEMNITY AGREEMENT: (MUST BE SIGNED BY BOTH PARENTS OR LEGAL GUARDIAN) The risk and release waiver MUST be completed in its entirety or you will not be enrolled.
    3. YOU MUST PRESENT a valid State of Hawaii category 2 driver’s Permit at the time of Registration or you will not be enrolled.
    4. MINORS MUST be accompanied by at least one parent or legal guardian to the first course session to validate signatures on the risk and release.
  • Upon Successful completion of the course, you WILL NOT BE ISSUED a licensing waiver until you satisfy the following requirements:
    • You must submit the ACKNOWLEDGEMENT OF PRACTICE DRIVING (dated after course completion)
    • You must submit a record of completion of the classroom portion of the State of Hawaii Drivers Education Course.
  • The tuition is $200.
  • Registration can be done online with a credit card payment or you can walk into the office during our regular office hours. You can also mail in a check or money order with the Non-Credit Registration form to:

  • If you register by mail you will receive a receipt in the mail along with a list of what to bring and a campus map.
  • If you registered online, you will receive an email confirmation and an attachment of your receipt with a list of what to bring.
  • Students need to provide: Full fingered gloves, long sleeve shirt, long pants, high top shoes or boots that cover the ankle bone, D.O.T. certified full-face or 3/4 helmet, Eye protection, Ample water or other liquids, and Snacks.
  • Something to keep in mind: You must be able to safely operate a 2 wheel single-track vehicle (i.e. bicycle) in order to learn and accomplish the objectives of the BRC. If you are not able to advance you may discontinue the skills exercises at any time. For your safety and the safety of others you may be dismissed from attempting further exercises. No credit or refund will be issued for failure to meet minimum objectives.
